If you are unable to create a DeviantArt account, it is likely one of the following two issues.

Email providers or domains are sometimes blocked from being used to sign up for DeviantArt. This is primarily done if email addresses from a specific provider are being used largely for abusive purposes, particularly providers who specialize in temporary or disposable email addresses. Spammers often use email addresses from providers like these so frequently that the only effective way to stop them is to block signups entirely from said email provider.

If you attempted to use a temporary or disposable email address to create an account, please try again using an email address from a more reputable email provider.

Similar to the above, entire IP addresses are sometimes banned from signup on DeviantArt because an individual or group of people have repeatedly created accounts for abusive purposes, to a degree so frequent that banning that individual or group’s IP range or service provider is necessary. If you have been IP banned, that does not necessarily mean that you individually have been banned from accessing DeviantArt, but that action had to be taken in a way that has impacted you.
